The final report becomes a valuable resource\u2014not only for process safety compliance, but also for operator training, alarm management, incident investigations, operating procedures, and Management of Change (MOC).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unfortunately, the moment the HAZOP is completed, it begins to age.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><strong>The Problem: Operational Drift<\/strong><\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Risk is not static.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over time, facilities evolve. Feedstocks change. Production targets increase. Equipment is replaced, bypassed, or retired. Staffing levels fluctuate. Operating procedures are modified. Control systems are upgraded. Operators develop practical workarounds to overcome operational challenges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Individually, these changes may seem insignificant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Collectively, however, they can create a facility that looks very different from the one originally studied.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The result is something process safety professionals know well: operational drift.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As operational drift increases, the assumptions made during the original HAZOP gradually become less representative of reality. Safeguards may no longer function as intended. Existing scenarios may become more severe. Entirely new hazards may emerge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eventually, the HAZOP no longer reflects the actual risks faced by the operating plant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is why many organizations conduct periodic HAZOP revalidation studies. In some jurisdictions, process hazard analysis revalidation is a regulatory requirement. In others, it is considered industry best practice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Either way, most process engineers, operations personnel, and HAZOP facilitators will encounter a revalidation exercise at some point in their careers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question is: how should it be approached?<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><strong>Full Re-HAZOP or Delta HAZOP?<\/strong><\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In theory, the most comprehensive approach would be to conduct a completely new HAZOP study from scratch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every node would be reviewed again, every guideword applied, and every deviation reconsidered without reference to previous studies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While this approach can provide the highest level of confidence, it is also expensive, time-consuming, and often difficult to justify for facilities that have undergone only limited changes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For this reason, many organizations adopt a more focused approach commonly referred to as a \u201cDelta HAZOP.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Delta HAZOP uses the original HAZOP study as a baseline and evaluates how changes made since the original assessment may have affected process risk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When properly executed, a Delta HAZOP can significantly reduce workshop duration while still maintaining a high level of risk assurance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, there is one critical condition:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The team must be able to identify all relevant changes that have occurred since the original study.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If important changes are overlooked, the revalidation may provide a false sense of security.<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><strong>Five Questions Before Starting a Re-HAZOP<\/strong><\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Before scheduling a workshop, the team should assess the quality of the information available.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The following questions can help determine whether a focused Delta HAZOP is appropriate or whether a more comprehensive review may be required.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>1. Are the P&amp;IDs Fully Updated?<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The P&amp;IDs form the foundation of any HAZOP study.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Do they accurately reflect the current state of the facility?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Have temporary modifications become permanent? Are blinds, spades, bypasses, and disconnected equipment correctly represented? Have instrumentation changes been incorporated?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the drawings are not current, the effectiveness of the revalidation will be severely compromised.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>2. Have All Management of Change Records Been Reviewed?<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">A robust MOC system provides one of the most valuable inputs to HAZOP revalidation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The team should review all relevant modifications since the previous study, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Equipment changes<\/li>\n\n\n\n<li>Control system modifications<\/li>\n\n\n\n<li>Process changes<\/li>\n\n\n\n<li>Operating philosophy changes<\/li>\n\n\n\n<li>Utility system changes<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Missing or incomplete MOC records can create significant blind spots.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>3. Have Previous HAZOP Actions Been Closed?<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">One of the most common findings during revalidation exercises is that recommendations from previous studies remain unresolved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outstanding actions should be reviewed carefully.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Questions to consider include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Was the recommendation implemented?<\/li>\n\n\n\n<li>Was an alternative solution adopted?<\/li>\n\n\n\n<li>Does the original concern still exist?<\/li>\n\n\n\n<li>Have operating conditions changed since the recommendation was issued?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The revalidation process provides an excellent opportunity to verify closure and effectiveness.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>4. Have Operating Procedures or Assumptions Changed?<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Many HAZOP scenarios depend on assumptions about how the plant is operated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Is spare equipment still available?<\/li>\n\n\n\n<li>Are staffing levels unchanged?<\/li>\n\n\n\n<li>Are startup and shutdown procedures still the same?<\/li>\n\n\n\n<li>Have operating limits been modified?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Operational workarounds often emerge over time. While these solutions may improve efficiency, they can also introduce risks that were never evaluated during the original study.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>5.
